Hints: 1) Happened in the 1990's 2) There was about 3.5-4 inches of snow here. I didn't measure myself but local co-ops/stations had that much. 3) Snow changed to significant rain, eventually blowtorching too, I think. There was a storm that gave us around 2 or 3" and then changed to rain...and the snow looked like it does in that picture. That's the one! November 27-28, 1994. Some local totals that I dug up.
