Either way it is a great photo. Thanks for sharing Not sure. Maybe they want to be 100% sure that all areas will be filled. I know mums I plant in the ground in the fall come back roughly only 1/2 - 3/4 of the time. Plus, since they grow them from seedlings in their nursery they must not think its a big deal financially starting over from scratch each year. Another reason could be that in the past they have grown other flowers on the mountain for display.....like pansies in the spring. But, they don't do that every year.
