This looks to be quite serious there and it may very well prove extremely prudent that they shutdown the mass transit the way they did. That is ugly! Yeah, we need to differentiate between category winds and category surge-- there isn't a 1:1 relationship necessarily. Shape of the coastline and size of the storm comes into play.
