Looks like some tight rotation on that small cell in central Loudoun county. Bulk sheer is actually pretty high right now across the area.

wouldnt call it tight rotation.. some at higher scans but not much of any lower level

IDK where that county is... but I see nothing tight around DC or Balt

A lot of the rotation is at the mid-layers right now, so base and storm velocity scans won't really see it as well IMO. Tornado-warned cell in VA also doesn't look too impressive at low levels...

Yeah but it doesn't really make much of a difference until there is good low level rotation. I think that warning in VA was definitely due to the reported wall cloud not the way it appeared on radar.
