As I understand it there was a piece of equipment that needed more testing before going operational. I'm also guessing ICT would rather have their radar down for 2 weeks in July than in May or June. The scheduling is quite intricate, considering you can't really have adjacent radars down at the same time, nor to do you want Gulf WFOs down during hurricane season, or Plains WFOs down in the spring, etc. (though some of those will be inevitable).
