Chinook
It is typically pretty windy with a dominant westerly wind in Laramie and Cheyenne. In January, winds at Cheyenne may average 16 mph. (Not sure) mountain ranges are sort of low in southern Wyoming strong upper level disturbances hit the northwest part of the USA in general The dry boundary layer, and the dry adiabatic mixing process. The 7100ft elevation of Laramie, and 6100ft elevation of Cheyenne put these areas closer to the upper atmosphere. It seems like the air mixing at Cheyenne regularly brings the 700mb westerly winds to the surface, when that is not always the case in Denver. 700mb wind plots such at this http://www.rap.ucar.edu/weather/model/ruc00hr_700_wnd.gif usually highlight stronger 700mb winds in Wyoming
