I'm guessing there are two reasons: 1) Lower Delaware is mostly industrial. Not many residences along the river itself, so people and retail properties likely weren't impacted. 2) The water level didn't even rise 3 feet above flood stage, so even though it is rare to get even that high, effects may well have been minimal. Here are the stages at Philadelphia: Major Flood Stage:10.2 Moderate Flood Stage:9.2 Flood Stage:8.2 Action Stage:7.8 (I rounded off the top two) Further north, say from Trenton on up, there are more residential properties along the river bank and the difference in water levels is much greater, so a big flood actually looks big and has many more personal impacts to residents. Here are the stages at Trenton, for comparison: Major Flood Stage:25 Moderate Flood Stage:23 Flood Stage:20 Action Stage:15 Again, thats more guessing than anything else.
