I didn't see it anywhere else here, this was posted on IND's page.

The Central Region web servers will be down for maintenance from 5 pm CDT on Wednesday April 13th, 2011 until 7 am CDT on Thursday April 14th, 2011

The National Weather Service is taking steps to improve its web services in an effort to better handle the high traffic volume that occurs during high impact weather events. To facilitate this improvement, the Central Region web servers will be down for maintenance from 5 pm CDT on Wednesday April 13th, 2011 until 7 am CDT on Thursday April 14th, 2011. During this maintenance period, any visitors to the Central Region Web pages will receive a maintenance page. The maintenance page will include links to key services including:

•Watch/Warning/Advisory Maps

•Forecasts

•Radar

•River Forecasts and Observations

•Fire Weather Forecasts

•Aviation Forecasts

•Marine Forecasts

Please note that this maintenance only impacts the Central Region Web Pages and not the following National pages:

•http://weather.gov

•http://water.weather.gov

•http://radar.weather.gov

•http://forecast.weather.gov

We apologize for any inconvenience that this maintenance may cause but the upgrades we are making will help better serve you in the future.

KLOT WSR-88D Catastrophic Failure of the Gearing in the Radar Pedestal

The NWS Chicago/Romeoville WSR-88D, KLOT, is in the initial stages of a catastrophic failure of the gearing in the radar pedestal. A five person team from the WSR-88D Radar Operations Center (ROC) will travel to Chicago this Friday, April 15, to perform a rebuilding of the gears in the pedestal. This is a significant failure, and the reconstruction of the pedestal gears will require that the radar be out of service for 7 to 10 days. The condition was identified when other routine maintenance was being performed.

Because the problem was discovered early, it is believed that the radar pedestal still has some operational service time left. In order to utilize and maximize this remaining service time, the radar will only be operated sparingly until the reconstruction begins. Operation of the system will be curtailed during quiet weather, and the radar placed into service when widespread or significant rain is within the coverage area.

Rain is expected in the area Thursday afternoon through Saturday night, however the best chances are Friday and Friday night into Saturday. The radar will then be down Saturday through at least late next week while the reconstruction of the pedestal is being completed.

While the KLOT WSR-88D is out of service, adjacent local radars from ILX, MKX, DVN and IWX may be utilized for coverage.

Unfortunately, the bolded is not quite completely true. Central Region's Web Server also controls the point and click forecasts for Southern Region offices. Those will revert to zone forecasts during the outage.

Does the same apply to eastern region's point-and-clicks as well? I've only been seeing zone forecasts since about 6:00 (local time) or so.

What all mechanical goes into the dual pol install?

In general, it is a major overhaul on the antenna, pedestal, and hardware at the radar site. Dome has to come off during the install. It is supposed to take about 2 weeks to do the upgrade.
