They have been doing it ever since Andrew, its why Katrina came down to a CAT3 before landfall but that still wasn't enough with the surge and where it came ashore with the levies but it really reduced the wind damage. A strong cat 3 landfalling in the outer banks is no joke, especially with the latest models ticking west enought where they would be under the eye with the right front quad pushing in some serious storm surge.
