I think the explanation is in this portion of the message text. I think all hazards means exactly that. Though usually the Fire Department or EM Agency would issue a HAZMAT warning, here it is obvious that the Police are first on the scene and noted the presence of HAZMAT hence their warning. As a general rule, if its weather related, only the NWS can release, but everything else is local. The EAS messages we can release are EVI (Evacuation Immediate) HAZ (Hazardous Materials) ADM (Administrative message) CEM (Civil Emergency Message) (911 Outage) and a few others. The way it would work for us is Police or Fire would have to notify OEM and we would release the message. I personally have release 3 over the last 5 years. One for a 911 outage and 2 for a dam break event involving Lake Needwood. The one release thats probably an exception and needs no OEM approval is the Amber Alert. METROSAFE IN LOUISVILLE HAS ISSUED AN EMERGENCY ALERT. THERE HAS BEEN AN INTERIOR RELEASE OF AMMONIA AT 1200 STORY AVENUE. EXTERIOR MONITORING HAS NOT INDICATED THE PRESENCE OF AMMONIA OUTSIDE THE FACILITY BUT CITIZENS ARE ASKED IN THE FOLLOWING AREAS TO STAY INDOORS AND CLOSE YOUR WINDOWS.
