Police Departments can issue warnings?

I thought that was the job of NWS? Or is it under extenuating and emergency circumstances?

I think the explanation is in this portion of the message text. I think all hazards means exactly that. Though usually the Fire Department or EM Agency would issue a HAZMAT warning, here it is obvious that the Police are first on the scene and noted the presence of HAZMAT hence their warning.

Just about every local EMA has release authority on EAS. As a general rule, if its weather related, only the NWS can release, but everything else is local. The EAS messages we can release are EVI (Evacuation Immediate) HAZ (Hazardous Materials) ADM (Administrative message) CEM (Civil Emergency Message) (911 Outage) and a few others. The way it would work for us is Police or Fire would have to notify OEM and we would release the message. I personally have release 3 over the last 5 years. One for a 911 outage and 2 for a dam break event involving Lake Needwood.

The one release thats probably an exception and needs no OEM approval is the Amber Alert. State Police have sole release authority that supercedes all local issuance.
