From some AFDs/HPC discos I've read, the forecaster will use southern lakes/eastern lakes/lower lakes to mean the exact same region. Other forecasters have discrete usages for each of those terms. Personally, I'll use Lower Lakes/Eastern Lakes interchangeably. "Southern Lakes" is a broader geographical area. For example, Chicago is in the southern Lakes, but not in the eastern/lower Lakes.
