is what my Dad would say. You usually see this after a cold snap. In shady spots today it looks like it had been raining all day. It doesn't seem to be dew as it seems to peak during the day. What causes this?

It's all been frozen. All that liquid has to come out somehow.

It's been above freezing quite a bit the last week or so. I'm not sure there has been frozen water in the concrete, but maybe a couple of feet down in the earth. However, most of the moisture seems to be on concrete. At work, they had to put down kitty litter on the steps coming out of the building.

The ground is still probably quite cold. I know here in Winchester we still had about 60% or so snow cover on Saturday. Several warm days is not enough to really warm the ground as much as you might think. I think what you are seeing in the shade is just condensation from the warm air/cold ground contrast. The reason it shows up more in the shade is that the sun aids in drying that condensation away from the shade.
