To get snow crystal growth you need some type of nuclei for the cie to crystallize on. Usually if the cloud top temperature is only minus 8 or so, you don't have many nuclei for crystals to grown on since most nuclei are some type of dust that typically activated at somewhere around minus 9 or 10 depending of the type and composition of the nuclei. However, when you have a second higher cloud deck and crystal fall from it into a lower warmer but still below freezing cloud deck you have aa seeder feeder mechanism. Small crystals that fall from the higher cloud at as nuclei for the snow growth in the lower cloud as once the crystal starts growing. minus 8C temps are plenty cold enough to support snow growth.
