This is on par for the average date of the last spring freeze for the 1981-2010 period or record. A couple of the latest during the last 10 years were 2008 (4/16) and 2001' (4/19). I was only 12 years old, but I remember that day vividly.....particularly the media reports of the Petersburg/Colonial Heights tornado.
