Nah that's an old wives tale. People say that because cool season grass GROWS the best during cooler weather, but it germinates the best during warm weather. my neighbors used to tell me that all the time and my yard crushed theirs year-round. mid August is actually the best time to put seed down because it gives the grass enough time to mature and grow deep roots before the winter. It also gives you time to add additional seed if there is a washout from a big storm, which something like that usually happens. this will be my fourth complete renovation and I’ve learned that putting the seed down in August is best as long as you can keep it moist.

We need consistent rain over a period of time, not flooding rain. The heavy run-off does more damage than good.
