Might have a hard time getting the busses started and the building heated. This happened a few times when I was a kid where, even with heater coils in the fuel, the busses just wouldn't turn over.
There is no minimum space requirement. State College WFO may want/need a site there. I would encourage you to reach out them. As a Co-Op person in Baltimore County (ID: RSTM2) I wholeheartedly endorse the program.
The co-op program is fading it seems. A lot of the co-op people were farmers that are aging out the system. You could reach out to NWS State College and ask them if you could become one. Another program worth investigating is CoCoRAHS.
