I think it would have been completely irresponsible if a watch hadn't been issued. At least down here, our flash flood threshold was .50" of rain in one hour. The potential for much, much more was very real.
Big storm flirted but ultimately skirted me, and I'm more than fine with that. @Mount Joy Snowman should be getting hit hard about now.

I've been thinking for some time now that things will revert back to dry in a hurry. But it just keeps raining and it sure seems like we're not done yet this week...
I can't recall a summer that had this many situations where storms didn't move. Flash Flood Warnings are almost a daily occurrence.
