Those are airport locations where there is either an ASOS or AWOS. To the left of each number I labeled which airports they are. I didn't do all of them, so let me know if you want to know a specific one. -

The fix is to pay for a subscription package. I have the ultimate that's why I can post a lot of images and gifs. As much time as I spend here I felt it was worth it. But to each his own. -

Should be able to cash in a bit on the back side once the low deepens, passes to the northeast and draws down cold on the backside. Windy, too! Maybe nearing blizzard conditions on the back side in spots? -

Temps are in the low-mid 20s during the height of the event for all of Central VA. Mix line gets very close to RIC, but stays just south and east. -

RIC recorded 13" from that blizzard. Here is the front page of the RTD from that day. If you look closely at the top left, the blizzard warning included Richmond for "heavy and blowing snow up to 18". Don't think there's been a front page headline like this since. -

Here are a couple local TV reports from the March 1980 blizzard. Look at the wind and snow drifts in the first video! @EverythingisEverything@ldub23 Also, this was back when the area was commonly called just Tidewater. I'm not sure how and even why it changed to Hampton Roads. When you leave Virginia and say it, no one even knows what it is -

18z Euro AI is also on board, 0.40-0.50" of QPF around RIC, 0.70-0.90" across Hampton Roads. During the event, temperatures are in the low 20s inland to around 30°F in SE VA, NE NC.
